      The purpose of the Department is to educate students to carry forward the spirit of simple perseverance and active service and cultivate public service talents with innovative thinking and global vision. The Department's educational objectives are modelled on the educational vision and objectives of the Chinese Culture University and the Faculty of Social Sciences. The overall educational vision of the University includes cultivating students' Chinese culture and ethical literacy, building students' sound physique, caring for society and respecting life, humanistic and artistic literacy, international vision and multicultural literacy, professional knowledge and professionalism, independent thinking and problem-solving ability, and lifelong learning willingness and ability. Based on this, the four educational objectives of the Department are established:

• Objective 1  To cultivate talented leaders with administrative skills;
• Objective 2  Diversify Learning to Enhance Student Competitiveness;
• Objective 3  Implement social care and foster civic responsibility;
• Objective 4  Strengthen international and cross-Strait exchanges to broaden visions.

    In order to ensure that students can achieve the set educational goals upon graduation, the Department refers to the basic literacy and core competencies set by the University and college, as well as the current situation and trend of professional development in public affairs. At the same time, combined with the talent cultivation function of the university and the needs of national industrial talents, it is determined that the four core competencies that students should have when they graduate are:
